Jeff Hoffmann
Senior Cyber Fellow

Mr. Jeff Hoffmann is a retired war college military veteran with over 25 years of public and private experience in national security, cyber, and economic development that began in the United States Senate and congressional affairs for the Under Secretary of Defense for Acquisition & Technology.

Mr. Hoffmann is an Adjunct Instructor for the New York University Global Security, Conflict and Cyber Crime and the President and CEO of Cyber Intelligent Partners, which received the ’24 outstanding leader award in Las Vegas, NV at the CXO 2.0 Conference for cyber and digital transformation solutions. At the conference, he also served on the panel titled, β€œThe Futurist CEO β€” Anticipating Trends, Cultural Shifts, and Disruptive Technologies.”

In 2021, Mr. Hoffmann returned from the United Kingdom where he designed cyber threat intelligence (CTI) analysis, counterintelligence, and targeting capabilities for the U.S. European Command. He is the former Regional Cyber Lead for a U.S. defense program that advised foreign partner cyber command elements, Presidential staff/council members, interagency, and Ministry of Defense groups on incident response, cyber intelligence fusion, workforce development, protection of critical infrastructure, crisis planning, and security operations center infrastructure.

In 2017, Mr. Hoffmann, in private-sector capacity, he was awarded by the Office of the Director of National Intelligence for managing a four-year technology modernization initiative that advanced data analytics and open-source techniques through new innovations such as Artificial Intelligence (AI). He was a contributing author for two National Intelligence Council annual cyber threat assessments and a representative on the CTI Integration Center Cybercrime working group.

For the U.S. government from 2008-2015, Mr. Hoffmann led missions and activities across air, space, and cyberspace in Europe, the Pacific, and Middle East with successful operations reported in the Presidents Daily Brief. He was a contributor for corporate proposals valued over $15 billion and other requests for information, including a White House Office of Science & Technology alternative GPS/6G project.

Mr. Hoffmann received a M.S., International Commerce, Policy & Security from George Mason University. He published additional research on cyber terrorism for the University of Oxford Global Cyber Security Capacity Center and on emerging technology competition for a University of Cambridge/Kings College London program chaired by the former Head of the British Secret Intelligence Service (MI6).

Mr. Hoffmann sits on an Advisory Board for the Virginia Department of Education, which is updating standards of learning for Computer Science in K-12 public schools and is a member of the Northern Virginia Technology Council. He has served on the Foreign Area Officer Association Board of Governors for over 10 years and is former Chair for the United Nations Association-National Capital Area Peace and Security Committee. Mr. Hoffmann is a long-time member of the American Legion, the Heritage Foundation, and the Atlantic Council of the United States.
